getFileSuffix of com.sun.opengl.util.FileUtil should state that it only returns
lower case versions of the suffix, and how it handles errors, i.e.

"Returns the lowercase suffix of the given file name for identifying the file to
the configured TextureProviders, returns null if the extension doesn't exist, or
throws NullPointerException on null input."

getFileSuffix(File file) also might want to mention that the file may not really
exist for this to return an extension.  It only operates on the given string
name and performs no I/O operations.
