New MingW64 toolchain is required to support new WIndows APIs,
i.e. 'dshow' ..

MingW64 allows producing 32bit as well as 64bit binaries.

Do we really need to use DirectShow?

I understand it is now in the Windows SDK whereas it was in DirectX in the past.
