The old links to the C functions in the javadocs linked to a page that was very
out-of-date and often down.  The new OpenGL SDK has an excellent online "Blue
Book" (http://www.opengl.org/sdk/docs/man/), and the attached new
native-taglet.properties file will direct the C-function links to these pages.

Added the program used to generate the native-taglet.properties file.  Makes
extensive use of the html parser at http://htmlparser.sourceforge.net/

Thanks for this contribution. I've made you a Developer on the JOGL and GlueGen
projects; would you commit your changes? There's a zip archive of the earlier
native taglet link generator in make/lib/native-taglet-jogl.zip in the gluegen
workspace; if you could just replace that zip archive with your current one that
would be good.

Checked in the program for generating the new native-taglet.properties into the
GlueGen source tree.
