Javadoc since OpenJDK 17 is less useful due to missing catalogue/index and visible TOC.

Provide Doxygen target `doxygen.all.zip` for all modules.

Doxygen: Realign w/ orig 'javadoc' locations and archive name, to preserve doc-root, i.e.:
- public: javadoc/<module>/javadoc
- developer/all: javadoc/<module>/javadoc_dev
- archive: javadoc.7z
